In higher education, there has been conscious effort to shift focus from teacher to learner and classroom teaching to self-learning using technology. When integration of information and communication technologies (ICTs) made an amazing range of media  audio-visual, radio, T.V, tele-and video-conferencing, computer conferencing  and tools  computers, CD-ROMs, telephone, DVDs, satellite, Internet - available to us, quick dissemination of education to the most deprived (socially, economically and educationally) and disadvantaged (geographically, physically, gender-wise) students became possible in a more dynamic, interactive and interesting way. That is, technology enhanced the effectiveness of teacher.
